    It’s a well-known fact that if one wishes to drive on the roads of India or anywhere across the globe, he/she needs to have a driving license. In India, following the Motor Vehicle Act, 1988, the Government of India made it mandatory for all vehicle owners to procure a driving license if they wish to drive their vehicles on the road. A driving license can be even used as an identification proof or an address proof as it is an official government document. More importantly, it ensures that the individual is capable of driving a motor vehicle.

    When applying for a driving license, the applicant has to choose the vehicle class - either a private vehicle, or commercial/transport vehicle. At no point can a vehicle owner with a driving license for a private vehicle use his/her vehicle for commercial purposes. For a commercial driving license, the applicant has to make the driving license application particularly for the purpose - be it for a light motor vehicle or a heavy motor vehicle. Vehicle owners have the option of applying for a commercial driving license either online through the official website of the Ministry of Road Transport and Highways or on the website of the State Transport Department, or offline at the RTO within his/her jurisdiction. That said, let’s discuss how one can apply for a commercial driving license, the process, and the requirements.

    Eligibility criteria to apply for a commercial Four Wheeler driving license

    In order to apply for a commercial four wheeler driving license, applicants need to meet the eligibility criteria as listed below:

    • The minimum age to apply for a commercial driving license is 18 years old and in some states, the minimum age is 22 years.
    • As per the rules, the minimum education qualification that the applicant should have is 8th grade.
    • For the applicant to apply for a commercial driving license, he/she should have already have passed the written test for the learner’s license.
    • For the applicant to appear for the commercial driving license test, he/she should be trained in a Government Motor School. A lot of motor car driving schools in the country have tied up with the government to offer the training.
    • Only once the applicant clears the driving test will he/she be issued a commercial driving license by the Regional Transport Office.

    Steps to apply for a commercial Four Wheeler driving license (Online process)

    Applicants for a commercial driving license can carry out the process online on the official website of the Ministry of Road Transport and Highways:

    • Visit the official website of the Ministry of Road Transport and Highways - parivahan.gov.in.
    • Once on the page, click on ‘driving related services’.
    • Click on ‘download forms’ on the left side of the page.
    • Download Form 4 which is the application form for a driving license.
    • Fill the details and attest Form 4. When filling in the details, mention the vehicle class as commercial instead of private.
    • Self attest Form 4 and upload the documents including your recent passport-size photographs.
    • Since the application is for a commercial driving license, the applicant will have to submit Form 1(a) which is to prove that the applicant is medically fit to drive a commercial vehicle.
    • If the applicant wishes for a driving license to drive a commercial heavy motor vehicle, he/she will have to submit a ‘driver refreshing training certificate’.
    • As already mentioned above, the applicant before giving the driving test will have to undergo a training at any Government Motor School. Most driving schools have tied up with the government to carry out the training.
    • Following the training, the Government Motor School will issue Form 5.
    • As soon as the applicant for a commercial driving license submits the required forms and relevant document, he/she will receive the application number by text, provided his/her mobile number is registered on the website.
    • The applicant has to then print the forms and documents and visit the RTO. The applicant can book a slot for the driving test online as well using the application number.

    If the applicant clears the driving test, the commercial driving license will be issued by the RTO to the residence or the address of the business.

    Steps to apply for a commercial Four Wheeler driving license (Offline process)

    For the offline process to apply for a commercial driving license, the applicant will have to visit the RTO (Regional Transport Department) within his/her jurisdiction. The applicant will then have to follow the steps mentioned below:

    • Visit the RTO within your jurisdiction and procure Form 2.
    • Fill the required details of Form 2 which includes basic personal details and the purpose of the driving license. In this case, the purpose is for commercial use.
    • The commercial driving license applicant will have to submit Form 1(a) as well and fill in the details to prove that he/she is medically fit to drive a commercial vehicle.
    • As with the online process, if the applicant wishes to drive a heavy motor vehicle, then he/she will have to furnish a ‘driver refreshing training certificate’.
    • For the offline process as well, the applicant should have undergone training through a Government Motor Driving School. Following the training, the Motor Driving School will issue Form 5 which the applicant will have to submit at the RTO along with the other relevant documents.
    • The applicant has to then submit all the relevant forms and documents, and following the submission, he/she will receive the application number.
    • The RTO will then schedule the driving test for the applicant.

    Like the online process, if the applicant clears the driving test for a commercial vehicle, the driving license will be issued to his/her house address or the address of the business.

    Documents required to apply for a commercial car driving license

    Listed below are the documents that the applicant for the commercial car driving license will have to submit:

    • Proof of address - Aadhaar card, Passport, Voter’s ID, Ration Card, Electricity Bill, etc.
    • Proof of identity - Aadhaar card, Passport, Voter’s ID, Ration Card, Birth Certificate, etc.
    • Form 2, Form 4, Form 1(a), and Form 5.
    • Recent passport-size photographs.
    • Application fees.

    FAQs

    1. Is a medical certificate for a commercial driving license absolutely necessary?

    Yes, for a commercial driving license in particular, the applicant for the license will have to submit a medical certificate along with Form 1(a) to prove that he/she is medically fit to drive a commercial vehicle.

    2. Is it possible to use a commercial driving license that has been issued in one state in another state? Or should I avail another commercial driving license?

    The commercial driving license is valid across India and not just in one state where you got it issued.

    3. What happens if I fail the commercial driving test even after being trained in a Government Motor Driving School?

    If you fail the test, you will have to reschedule another test and give it another shot.

    4. Is it possible to get a duplicate commercial driving license if I have lost my original commercial driving license?

    Yes, you will have to procure Form LLD and apply for a duplicate commercial driving license at the RTO that issued the original commercial driving license. If your commercial driving license has been stolen or you lost, you will have to get an FIR from the closest police station stating that it indeed has been lost. Along with the FIR and Form LLD, you will have to submit photocopies of your original license, other details of your license, your age and address proof, and recent passport-size photographs.

    5. Is it possible to apply for a duplicate driving license in another state as I have moved since receiving the original commercial driving license?

    No, you will have to apply for a duplicate commercial driving license from the same RTO that issued your original commercial driving license. To make things simpler since you’re currently located in another state, you can apply online on the official website of the Ministry of Road Transport and Highways, upload the required documents and then use the application number for the commercial duplicate driving license to book a time and day slot as per your convenience. Since it is a duplicate driving license, you will not need to retake the driving test, just the submission of the forms and relevant documents will suffice for the issue of your duplicate commercial driving license by the RTO. However, you can only apply for a duplicate driving license if your original commercial driving license is lost or has been stolen. You cannot apply for a duplicate commercial driving license if your license has been confiscated by the concerned authorities for being a repeat offender.
