    For those residing in the state of Goa, they have the privilege of applying for a driving license either online on the Goa Government official website or offline, at the RTO in their jurisdiction. For both processes, the candidate will have to first clear the learner’s license test, which is a written test. The written test basically quizzes the candidate on the road rules and regulations as set by the State Transport Department and the Ministry of Road Transport and Highways. Only after 30 days of the candidate being issued the learner’s license can he/she apply for the permanent driving license online or offline.

    With the online process, the applicant should download the application form (depending on whether it is for a private driving license or a commercial or transport driving license), fill it, attest the application form, and then upload the form on the website. The applicant has to then upload all the required documents and passport-size photographs, and then book a slot for the driving test on the website. For the offline process, the whole process including booking the slot has to be done at the RTO.

    Types of driving licenses issued in Goa

    Listed below are the types of driving licenses issued by the Transport Department of Goa:

    • Learner’s license

    Valid for a period of 6 months only, the learner’s license is issued to the candidate after he/she clears the written test. The candidate has to apply for the driving license test during the validity period of the learner’s license.

    • Permanent driving license for a light motor vehicle

    This type of a driving license is for all geared vehicles (bikes and cars) that fall in this category. This type of a driving license is for private use only and the applicant should be a minimum of 18 years old.

    • Permanent driving license for commercial/transport vehicles or for heavy motor vehicles

    This type of a driving license is issued by the transport department of Goa for commercial or transport purposes. For this type of a four wheeler driving license, the candidate has to first undergo a training at any Government Motor Driving School.

    Eligibility criteria to apply for a four wheeler driving license in Goa

    Listed below are the conditions for a candidate to apply for a driving license in the state of Goa:

    • For a permanent driving license for light motor vehicles or for vehicles with gears, the applicant has to be a minimum of 18 years old.
    • For a transport or commercial permanent driving license, the applicant has to be 20 years old as per the rules set by the Transport Department of Goa. The application has to be made through a Government Motor Driving School after the candidate has completed the driving course for a commercial or transport vehicle.
    • For the candidate to apply for a permanent driving license, he/she should have already been issued a learner’s license by the RTO.
    • The candidate can apply for a driving license only after a month or 30 days from the date of being issued the learner’s license from the RTO. The application for the driving test has to be done during the validity period of the learner’s license, which is 6 months.
    • The candidate has to prove his/her medical fitness for the four wheeler driving license.

    Steps to apply for a four wheeler driving license in Goa

    As already mentioned, residents in the state of Goa can apply for a four wheeler driving license either online or offline. For either process, the candidate applying for the permanent driving license has to follow the steps mentioned below:

    Online process:

    • Visit the official website of the Goa Transport Department - www.goatransport.gov.in/Sarthi4Services
    • On the main page, click on ‘new driving license’.
    • Click on ‘apply now’ at the bottom of the page.
    • Choose ‘permanent driving license’.
    • Now, depending on whether it is for a private or commercial/transport driving license, the candidate has to download the application form.
    • The application form has to be filled with all the required details.
    • Now, enter your date of birth and learner’s license number, and download the form.
    • Visit the RTO with the printed application form, attest the form, and submit it along with all the required documents.
    • Once the application form and the documents have been submitted and verified by the Regional Transport Officer, you will be asked to book a slot for the driving test.
    • You will have to pay the application fees for the driving test.

    Offline process:

    • Visit the RTO in your jurisdiction.
    • At the RTO, procure the application form and fill it.
    • Once all the details have been filled in, self-attest the form, and submit it with all the documents required as well as your recent passport-size photographs.
    • On submission of the application form, documents, and passport-size photographs, you will have to make the payment for the application fees.
    • Next, book a slot for the car driving test.
    • Visit the RTO again on the day of the driving test, with the application form and documents.

    If the candidate clears the car driving license test, the driving license card will be posted to his/her home address by the RTO.

    Documents required to apply for a driving license in Goa

    The applicant has to submit the documents as listed below for the driving test:

    • Application form - Form 4 for a private driving license or Form 5 for a commercial or transport driving license.
    • Medical certificate that has been attested by a medical practitioner along with Form 1(a).
    • 3 recent passport-size photographs.
    • Age proof - Birth certificate, Passport, Aadhaar card, Voter ID card, etc.
    • Proof of Address - Passport, Aadhaar card, Voter ID card, etc.
    • Application fees of Rs.200 (for the driving license card).
    • Learner’s license.
    • Registration certificate of the vehicle/car that will be used for the driving test. If it is not the applicant’s vehicle, the vehicle owner will have to give the applicant a written consent that he/she has permitted the applicant to use the vehicle/car for the driving test.

    If by chance the driving license is not mailed to the home address of the applicant, the applicant can use the driving license application number to check the status of the driving license online or at the RTO.
