In accordance with the Motor Vehicles Act, 1988, all vehicle/car owners in the state of Uttar Pradesh need to have a valid four wheeler driving license to ply their vehicle on the roads of the state. In order to apply for a driving license in the state of Uttar Pradesh, vehicle owners have to first clear the learners’ license test in the Regional Transport Office (RTO) within their jurisdiction. On completion of a month or 30 days from the date of being issued the learner’s license, the candidate can apply for the driving license test. The test for the permanent driving license is practical and will test the skills of the candidate, on how well he/she can control the vehicle, and his/her knowledge of the on-road rules and regulations as set by the Transport Department of Uttar Pradesh.
Vehicle owners in the state of Uttar Pradesh have the privilege of applying for their permanent driving license either online or offline. For the online process, the driving license applicant can either download the application form from the Uttar Pradesh Transport Department official website or from the website of the Ministry of Road Transport and Highways. The applicant will have to then fill the form, self-attest and upload the form along with the relevant documents and then book a slot for the test. For the offline process, the whole process will have to be done at the RTO in the jurisdiction of the candidate.

This permanent driving license is for those who wish to drive a vehicle with gears, four-wheeler vehicles. The driving license applicant should be a minimum of 18 years old and should intent to use the driving license for private purposes only.
This type of a driving license is for those who wish to drive a transport or a commercial vehicle. The applicant should be a minimum of 20 years old and should have undergone a driving course conducted by a Government Motor Driving School.

Once the test is completed, the candidate can check the status of his/her four wheeler driving license on the official website of the Ministry of Road Transport and Highways using the application number. If not, he/she can use the driving license token number and enquire about the driving license at the RTO where he/she took the driving license test. Once the candidate has been issued a particular driving license (commercial/transport or private), he/she can use only that particular vehicle class and is permitted to drive a vehicle that belongs to that particular vehicle class, anywhere in the country and not just in the state of Uttar Pradesh.
