    The Transport Department of Assam is responsible for the enforcement of various road rules and guidelines. The regional transport offices (RTOs) in the state function under the Transport Department and are instrumental in enforcing these rules. The primary objective of the RTOs is to ensure the proper implementation of the Motor Vehicles Act of 1988 throughout the state. Assam RTOs function with this objective and promote road safety in the state. In addition to promoting road safety, RTOs also register vehicles and issue licenses to drivers in the state.

    Functions of Assam RTOs

    The major functions and activities of Assam RTOs are listed as follows:

    • Vehicle registration: When people buy new vehicles, they must register these vehicles in the RTO. The RTO maintains a database of these vehicles and provides a registration certificate to the vehicle.
    • License issue: Individuals who wish to drive a motor vehicle must have a valid driving license. The RTO assesses the driving capability of an individual and issues a driving license.
    • Enforcement of Motor Vehicles Act: It is the duty of RTOs in India to enforce the Motor Vehicles Act of 1988 formulated by the government. The rules provided in this Act ensure road safety and regulates vehicles against unsafe practices.
    • Collection of taxes: Motor vehicles plying Indian roads must pay road tax to the government. RTOs collect these taxes on behalf of the government. Also, any fines for violation of road safety rules are collected by RTOs.
    • Fitness certification: Vehicles that are being driven on Indian roads must be certified periodically without fail. RTOs assess the quality of these vehicles and issue a fitness certificate.
    • No objection certificate: When a vehicle is being transferred from one state to another, the RTO of the home state must issue a no objection certification for the transfer. This no objection certificate is valid for a period of one year.
    • Vehicle permits: Commercial and transport vehicles must have permits to travel to different parts of the country. RTOs issue these permits to these vehicles after assessing their validity.
    • Pollution control: All motor vehicles in India must comply with the pollution control regulations put forth by the government. RTOs check vehicles for their emissions and provide certificates for them based on their quality.
    • Road safety seminars: One of the most important roles of RTOs is the organisation of road safety seminars for the development of Indian youth. These seminars are conducted periodically to increase awareness about road safety among the general public.
