For those who wish to drive legally on the roads of the state of Bihar, they need to be registered in the Regional Transport Office in their jurisdiction. The registration of the individual is done when he/she applies for a driving license. As per the Motor Vehicles Act, 1988, every individual in the country who wishes to drive needs to have a permanent driving license. According to the Motor Vehicles Act, 1988, for a vehicle to be deemed road legal, it needs to be registered in the Regional Transport Office as well. All driving-related services such as issue of a learner’s driving license, permanent driving license, renewal of a driving license, and getting a duplicate driving license have to be done at the Regional Transport Office.

When applying for a new learner’s driving license or a permanent driving license, the applicant in the state of Bihar cannot choose any Regional Transport Office to carry out the application process, but the procedure should be carried out at the Regional Transport Office in his/her jurisdiction. For the renewal of the permanent driving license, the candidate should approach the RTO that issued the driving license and the same applies in the case of applying for a duplicate driving license.
For the registration of the vehicle and payment of road tax, the vehicle owners need to get the job done at the Regional Transport Office in his/her jurisdiction. The Regional Transport Office in the area of the vehicle owner will also issue the registration number and the registration plate number of the vehicle. If the candidate wishes to transfer the vehicle to another state, he/she needs to obtain a No Objection Certificate from the Regional Transport Office the vehicle is registered in.
