The Transport Department of the state of Chhattisgarh is responsible for enforcing the rules and regulations stated in the Motor Vehicles Act, 1988. Additionally, any other rules made by the state government, or the central government too, with regard to vehicles or road safety are constantly monitored by the department with the help of the Regional Transport Offices (RTOs). An RTO has been set up in every district and each RTO overlooks the transport-related activities in its jurisdiction.

    Functions of Chhattisgarh RTOs

The functions of the RTOs in the state are as follows:

    • Issuance of licence: Any individual looking to ride/drive a vehicle should get a licence first. Therefore, RTOs, on behalf of the government, issue learner’s licences, permanent driving licences, and international driving permits after going through the application and test process as laid down by the transport department.
    • Registration of vehicles: Vehicles are required to be registered before they ply on Indian roads. RTOs issue permanent registration certificates and registration numbers to vehicle owners. Individuals can also get temporary registration numbers until the final registration is done. Vehicle owners are required to carry these at all times while using their vehicles.
    • Issuance of permits: Permits are issued to owners of vehicles based on where they wish to take their vehicles, mostly for commercial purposes. Regional, state, and national permits are provided to vehicle owners on either temporary or permanent basis.
    • Collection of taxes: Taxes are collected from vehicle owners as per the Motor Vehicles Act.
    • Issuance of certificate of fitness: Certificates of Fitness are issued for commercial vehicles to prove the fitness and safety levels of the vehicles.
    • No objection certificate: In case a person wishes to move to a place that comes under a different jurisdiction or a different state, he/she will have to get a no objection certificate from the RTO where the vehicle was originally registered.
