    The Transport Department of Jharkhand functions as per the provisions of the Motor Vehicles Act, 1988. It aims to promote public transport services and road infrastructure to aid in the transportation of passengers and goods. The department also strives to promote an energy-efficient, modern, and eco-friendly surface transportation system and is responsible for promoting road safety among the residents of the state.  

    There are a number of Regional Transport Offices (RTOs) that are located across Jharkhand that function under the Transport Department of Jharkhand. These RTOs are responsible for implementing traffic laws and road rules in the state, in addition to a number of other duties. 

    Functions of the Jharkhand RTO  

    A few general functions of Regional Transport Offices (RTOs) are as follows: 

    • Issue of licences: The Jharkhand RTO issues learner’s licences and driving licences to applicants.  
    • Renewal of licences: RTOs are responsible for renewing expired licences.  
    • Conducting the road test for the driving licence: Applicants are issued a permanent driving licence only after clearing the road test. Thus, RTOs in the state are responsible for conducting road tests.  
    • Issuance of duplicate driving licence: If a driving licence has been lost, stolen, or destroyed, the concerned licence holder will have to approach an RTO to obtain a duplicate driving licence.  
    • Issue of international driving licences: Any individual looking to obtain an international driving licence should apply to an RTO in their jurisdiction for the same. 
    • Temporary and permanent registration of motor vehicles: Motor vehicles are required to have either a temporary or permanent registration number. RTOs are in charge of issuing registration certificates to vehicle owners. 
    • Renewal of registration certificate: Expired registration certificates will be renewed by RTOs in the state.   
    • Adding a new class of vehicle to an existing driving licence: If a driving licence holder wants to add a new class of vehicle to their driving licence, the concerned individual will have to make an application for the same to the RTO.  
    • Transfer of ownership: Transfer of ownership of vehicles is also done by RTOs. Applicants will have to submit an application for the same with the supporting documents and fee.  
    • Issuance of No Objection Certificates (NOCs): RTOs in Jharkhand also issue No Objection Certificates (NOCs) to vehicle owners.  
    • Changing the address on a registration certificate: Your vehicle’s registration certificate should reflect your current address. Individuals who require the address to be changed will have to submit an application to the RTO for the same.  
    • Implementing safety measures: Road safety measures across the state of Jharkhand are implemented and enforced by the RTOs in the state. 
    • Issue of fitness certificates to vehicles: RTOs in the state issue fitness certificates to both personal and commercial vehicles.  
    • Tax collection: Taxes that are related to the transport sector are collected by the RTOs in the state.

    The state of Jharkhand has a number of districts, with RTOs spread across the state. However, to avail any of the above-mentioned services, residents of Jharkhand will have to visit an RTO that is located in their area of residence or business. While the RTOs in Jharkhand do carry out the above-mentioned functions, residents can also choose to access many of these services online through the official website of the Ministry of Road Transport and Highways (Parivahan).
