    The Madhya Pradesh Transport Department functions as per the provisions of Section 213 of the Motor Vehicles Act, 1988. The primary function of the Transport Department of Madhya Pradesh is to enforce the rules under the Madhya Pradesh Vehicles Taxation Act, 1924 (Amended 1993) and the Motor Vehicle Act, 1988 and the laws that are framed under these Acts. The Transport Commissioner is the head of the Madhya Pradesh Transport Department. All Regional Transport Offices, Additional Regional Transport Offices, District Transport Offices, and transport check posts at the state borders come under the Transport Department.

    Objectives of the Madhya Pradesh Transport Department

    The various objectives of the Madhya Pradesh Transport Department are as follows:

    • To ensure transparency in day-to-day administration and management.
    • To promote and improve the skill management of the personnel in the transport department.
    • To provide user-friendly transport administration services.
    • To enhance the scope of mobilisation of additional resources in the road transport sector of the state.
    • To protect the interests of residents by promoting road safety.
    • To expedite the modernisation process to bring about a more productive and efficient road transport management system in Madhya Pradesh.

    Functions of RTOs in Madhya Pradesh

    A few general functions that are carried out by Regional Transport Offices are as given below:

    • Vehicle Registration: The Motor Vehicles Act, 1988 has made it a legal requirement for all motorised vehicles to be registered under an RTO. Thus, RTOs in the stateissue registration certificates to applicants.
    • Tax Collection: Road taxes and any other taxes that are applicable for new vehicles are collected by RTOs in the state.
    • Issuance of Permits: RTOs across the state are responsible for issuing permits to stage and goods carriage vehicles, taxis, etc. The RTOs are also in charge of issuing duplicate permits and cancelling existing permits.
    • Issuance of Licences: RTOs are responsible for issuing various types of licences to vehicle owners in the state. Individuals who wish to apply for a learner’s licence, driving licence, duplicate driving licence, international driving licence, etc., will have to approach an RTO in their area of business or residence. Those who wish to add another class of vehicle to their driving licence can also visit an RTO for the same.
    • Issue of Fitness Certificates: Fitness certificates for vehicles are issued and certified by a Registering Authority. The fitness certificate for a new private vehicle is valid for a period of 15 years, after which it has to be renewed every five years. Fitness certificates for new transport vehicles are valid for a tenure of 2 years, after which it will have to be renewed annually. To get the fitness certificate renewed, the vehicle owner can approach an RTO.
    • Issue of No Objection Certificates: Regional Transport Offices in the state are also responsible for issuing No Objection Certificates (NOCs) to vehicle owners, if required.
    • Conducting the Driving Licence Test: To obtain a permanent driving licence, the applicant has to clear the driving licence test. Driving licence tests are usually conducted by RTO authorities on a designated track.

    In addition to the above-mentioned duties, RTOs in Madhya Pradesh are also responsible for a number of other functions such as transferring the ownership of a motor vehicle, promoting road safety, etc.

    The Transport Department of Madhya Pradesh has also enabled a number of online services on its official website. Thus, residents of the state can apply for a learner’s licence/driving licence, submit an application to obtain a fitness certificate, pay applicable taxes, apply for the renewal or reissue of their vehicle’s registration certificate, etc., online in a hassle-free manner. That said, residents of Madhya Pradesh can also directly visit an RTO in their jurisdiction to avail any of the above-mentioned services.
