    The Motor Vehicles Department in the state of Nagaland was established in 1963, in accordance with Section 133-A of the Motor Vehicles Act. The functions of the department are regulated as per the laws and rules of the Motor Vehicles Act, 1988, Nagaland Motor Vehicles Act, 1967, Central Motor Vehicles Rules, 1989, and the Motor Vehicles Taxation Rules, 1972.  

    The department is headed by the transport commissioner. The Regional Transport Officers in Mokokchung and Kohima and the District Transport Officers in Tuensang, Mon, Dimapur, Wokha, Zunheboto, and Phek act as the licencing and registering authorities in the state. The Regional Transport Offices (RTOs) and District Transport Offices (DTOs) are units that function under the Motor Vehicles Department of Nagaland. 

    The Motor Vehicles Department of Nagaland also has an enforcement wing, the authorities of which are responsible for enforcing the rules and laws as per the Motor Vehicles Act, 1988.  

    Functions of the Motor Vehicles Department of Nagaland 

    Certain functions of the Motor Vehicles Department of Nagaland are as follows: 

    • Registration: Motor vehicles that are purchased by residents of Nagaland will need to be registered under an RTO or DTO in the state. Thus, the RTOs and DTOs in the state are in charge of registering motor vehicles and providing registration certificates to vehicle owners. RTOs and DTOs in Nagaland are also in charge of renewing registration certificates of motor vehicles, when an application is made of the same. 
    • Issuance of driving licences: Residents of Nagaland who wish to operate motorised vehicles will need to obtain a driving licence from an RTO or DTO. Licencing authorities, thus, conduct the driving licence test and issue driving licences to applicants, upon them successfully clearing the test.  
    • Issuance of conductor’s licence: The registering and licencing bodies that function under the Motor Vehicles Department of Nagaland also issue conductor’s licences to applicants, which are essential for those who wish to be employed as conductors of stage carriage vehicles.  
    • Road tax collection: The Motor Vehicles Department of Nagaland is responsible for the collection of road tax in the state. This enables the department to collect revenue and contribute to revenue generation. 
    • Grant and renewal of permits: The department is in charge of granting permits and renewing these permits, as and when required.   
    • Pollution control: The department authorities are responsible for keeping the pollution emitted by motor vehicles in the state under check. 
    • Road safety awareness: Measures to promote road safety and improve awareness of road safety are undertaken by the authorities of the Motor Vehicles Department of Nagaland.  
    • Administration of the NRSA: The department is responsible for the administration of the Nagaland Road Safety Authority (NRSA) Act, 2013. The Act enables the concerned authorities to implement road safety programmes in the state, creation of the road safety fund, etc.  

    In addition to the above-mentioned functions, the Transport Department of Nagaland is also responsible for enforcing other rules and laws as per the provisions of the Motor Vehicles Act, 1988.
