This depends on the permanent address of the candidate and usually is the closest Regional Transport Office from his/her place of residence. For any process at the RTO, the candidate has to only visit the RTO in his/her jurisdiction and not any other RTO. As already mentioned, if the candidate does shift his/her permanent residence, then he/she should apply for an address change and procure the No Objection Certificate from the current RTO to shift to another RTO in the state. The same applies if the candidate is shifting to another state (other than Odisha).
