Set up by the State Transport Department of Sikkim, Regional Transport Offices in the state carry out all driver and vehicle related services. Following the enactment of the Motor Vehicles Act, 1988, by the Government of India, all vehicle users in the state and in India need to have a valid driving license and the vehicles that they are using need to be registered in the Regional Transport Office in the jurisdiction of the vehicle owner.
Regional Transport Offices in Sikkim and across the country carry out services such as issue of a permanent driving license and learner’s license. If the driving license holder loses his/her driving license, then the RTO will issue a duplicate driving license and if the driving license is expiring, then the RTO will renew the driving license. In addition, RTOs in Sikkim issue vehicle state permits for commercial and transport vehicles, fitness certificate for private and commercial vehicles, and No Objection certificates for change of address or if the vehicle owner is shifting to the state.

If the vehicle owner or user wishes to carry out any of the above-listed processes, he/she needs to approach the Regional Transport Office in his/her jurisdiction. The address of the vehicle owner or vehicle user will decide which jurisdiction he/she will fall under, and they should approach only that Regional Transport Office to carry out any driving or vehicle related service.
If a vehicle owner has moved to the state of Sikkim and is residing for more than a year, then he/she will have to get the vehicle re-registered in the state to legally drive on the roads of the state. The re-registration process will be complete on submission of relevant documents and when the vehicle owner pays the road tax as set by the State Transport Department of Sikkim.
