    Telangana is one of the most recent states to be formed in India. Before the establishment of the state, all transport related activities in the region were monitored by the Transport Department in Andhra Pradesh. The Transport Department of Telangana functions under the newly established state government, and it oversees all the Regional Transport Offices (RTOs) in the state. One of the primary responsibilities of the department is to enforce the road safety rules and guidelines listed under the Motor Vehicles Act of 1988. Let’s take a brief look at the duties of Telangana RTOs and the list of RTOs located in the state. 

    Functions of Telangana RTOs 

    Like all other RTOs in India, Telangana RTOs have very specific duties when it comes to monitoring all transport-related services in India. Some of the notable duties of Telangana RTOs are listed as follows: 

    • Registration of new vehicles: When a new vehicle hits the Indian roads, it must be registered by the RTO. RTOs will check all the necessary documents and issue the registration in the name of the vehicle owner. Along with the registration certificate, the vehicle will be assigned a unique number that must always be displayed front and back. 
    • Issue of license: RTOs enforce the license rules formulated by the government. In addition to enforcing them, they also issue licenses to individuals who wish to drive on Indian roads. Various tests are conducted to assess the knowledge and driving skills of a driver before issuing the license. If someone is driving without a valid driving license, RTOs impose penalties on them. 
    • Motor Vehicles Act of 1988: As noted earlier, one of the primary functions of RTOs concern the proper enforcement of the Motor Vehicles Act of 1988. This Act has provisions for various aspects including license, registration, road safety, etc. By enforcing these rules, RTOs focus on the overall welfare of the general public. 
    • Collection of taxes: There are various taxes that must be paid by vehicle owners in India. The most popular one is the road tax, which must be paid by all new vehicles plying Indian roads. RTOs collect these taxes from vehicle owners on behalf of the government. 
    • Collection of fees: RTOs collect a nominal fee for various services they provide. For instance, there are charges applicable to getting a license or getting a registration certificate. These charges must be paid by individuals if they wish to avail the services of the RTO. 
    • Permits for vehicles: There are some special permits applicable to various vehicles that are used for transportation and commercial purposes. For instance, auto rickshaws must have a permit to transport passengers. RTOs assess these requests and provide permits for these vehicles. 
    • Fitness certificate: Transport and commercial vehicles must have a fitness certificate before they can be driven legally on Indian roads. This fitness certificate is to assess whether a vehicle is in good condition. Vehicles that do not pass the fitness test cannot be driven legally on Indian roads. 
    • No objection certificate (NOC): This certificate is applicable only if you are moving to a different state in India. The home state RTO must provide the no objection certificate stating that the vehicle can be re-registered in the other state. This certificate is valid for a period of one year. 
    • PUC certificate: RTOs also conduct checks on the smoke emitted by vehicles. For new cars, the PUC certificate is valid for one year. Following its expiry, the pollution level of the vehicle must be assessed again and certified. 
    • Road safety programs: One of the main functions of RTOs is to promote road safety awareness among the general public. By conducting various road safety programs, RTOs safeguard the welfare of people driving on Indian roads.
