    The Transport Department of West Bengal is responsible for the development and maintenance of public services such as the operation of public transport services, promotion of private-sector investment in the transport sector, registration of motor vehicles, etc. The department also ensures that all laws and rules related to motor vehicles are enforced and implemented in the state. 

    A number of Regional Transport Offices (RTOs) and Additional Reginal Transport Offices (ARTOs) function under the transport department. These RTOs and ARTOs are in charge of services such as the registration of motorised vehicles, collection of the motor vehicle tax, issuance of permits, etc. 

    Functions of the RTOs in West Bengal 

    Certain key functions of the RTOs in West Bengal are as follows: 

    • Registration of Motor Vehicles: Section 39 of the Motor Vehicles Act, 1988 requires all motor vehicles to have a registration certificate before they can be used in public places. The RTOs and ARTOs that function under the transport department of the state are responsible for registering motor vehicles and issuing registration certificates to vehicle owners. 
    • Issuance of Permits: As per Section 66 of the Motor Vehicles Act, 1988, transport vehicles in the state are required to have a permit. Thus, State Transport Authorities (STA) or RTOs issue permits to vehicle owners to authorise them to use the vehicle as a transport vehicle, in accordance with the provisions of the Motor Vehicles Act, 1988. 
    • Issue of Fitness Certificates: Regional Transport Offices in the state issue fitness certificates to vehicle owners.  
    • Issue of Driving Licences: A driving licence authorises individuals to operate motorised vehicles on Indian roads. It also acts as a proof of identity. Driving licences are issued by RTOs in the state after a test is conducted for the same. Individuals applying for a permanent driving licence should possess a learner’s licence. 
    • Issue of Learner’s Licences: Regional Transport Offices conduct learner’s licence tests and issue learner’s licences to applicants who clear the test.  
    • Issue of International Driving Permits: RTOs in the state are responsible for issuing international driving permits/licences to applicants. An international driving permit is valid for one year, after which the licence holder will have to approach the RTO again to apply for a new international driving permit.  
    • Collection of Taxes: Any individual who owns a motor vehicles will need to pay certain taxes. These taxes will have to be paid to the RTO under which the vehicle has been registered. For vehicles that were registered outside West Bengal, taxes will have to be paid at the first available Regional Transport Office.  
    • Issuance of Pollution Under Control (PUC) Certificates: Motor vehicles that are to be used in public places should have a PUC certificate. Registered Auto Emission Testing Centres (AETC) in the state issue these certificates to vehicle owners after the vehicle’s emission levels are checked.
