    The Chief Minister’s Comprehensive Health Insurance Scheme was launched by the Government of Tamil Nadu to provide medical insurance coverage for underprivileged people living in the state. This scheme was launched in partnership with state-owned general insurance service provider United India Insurance, which is based in Chennai. This plan offers coverage for emergency medical expenses with the help of various empanelled government and private hospitals in Tamil Nadu.

    Eligibility for Chief Minister’s Comprehensive Health Insurance Scheme

    The following eligibility criteria must be met by people who wish to avail benefits under the Chief Minister’s Comprehensive Health Insurance Scheme:

    • The scheme is available only for residents living in Tamil Nadu. The applicant must have a family card issued by the government.
    • This scheme is available for people who earn less than Rs.72,000 per year.
    • Income certificate must be obtained from the respective village administrative officer (VAO) to establish proof.
    • This cover is available for the spouse, dependent children, and dependent parents of the eligible parents.
    • The name of dependent family members on the family card is sufficient to include them in the policy cover. No other proof of family relationship is required.

    Enrollment in Chief Minister’s Comprehensive Health Insurance Scheme

    The following steps must be followed in order to be enrolled in Chief Minister’s Health Insurance Scheme:

    • Obtain income certificate from the VAO.
    • Carry the original ration card along with a photocopy.
    • Visit the district kiosk with your income certificate and ration card.
    • The kiosk operator will verify all the documents and capture the biometric details of all beneficiaries.
    • Once the biometric details are taken, an ecard carrying the photographs of members will be issued.

    Features of Chief Minister’s Comprehensive Health Insurance Scheme

    Some of the notable features of Chief Minister’s Comprehensive Health Insurance Scheme can be given as follows:

    • The sum insured amount offered under this cover is available on a family floater basis.
    • The benefits available under this cover is provided in the form of cashless treatment. This scheme does not offer any reimbursement benefits.
    • Beneficiaries can obtain coverage for general medical expenses and surgical treatment up to the maximum sum insured limit.
    • A total of 1,027 treatment procedures are covered under this scheme. It also covers 38 diagnostic procedures and 154 follow up procedures.
    • Network hospitals and empanelled hospitals providing service under this cover offer free medical checkup through their health camps. These health camps are conducted at least once a month in every district.
    • Patients who require medical treatment are identified through these health camps. These patients can contact the empanelled hospitals and proceed with their treatment.
    • During the time of treatment, the smart card issued during sign up must be produced to the Liaison Officer.
    • Sri Lankan refugees in camps are also eligible for treatment under this scheme without any income limit.
    • Any person identified by the government as an orphan can also be enrolled in this cover under a single card.
    • A toll free helpline has been established to provide service under this cover.

    Smart Card

    As mentioned earlier, all members enrolled in the Chief Minister’s Comprehensive Health Insurance Scheme will be given a smart card. At the time of getting a treatment, the smart card must be produced to the concerned officer. Details like sum insured balance and policy members can be accessed by entering the smart card number in the official website. The step by step instruction of how to perform this can be given as follows:

    Step 1: Visit the website: https://www.cmchistn.com

    Step 2: In the menu, move the cursor over to the ‘beneficiary’ tab. This will open a dropdown list.

    Step 3: In the dropdown list, click on ‘member search/e-card’. This will open a new window.

    Step 4: In the newly opened window, enter your URN number, ration card number, name, gender, and other required details.

    Step 5: Click on ‘search’ once you have entered the required details. This will provide you with the details you need.

    This scheme is one of the major initiatives taken by the Tamil Nadu Government to protect the livelihood of underprivileged people. In 2012, this scheme was awarded the ‘e-India Jury Award’ for best Practices in Health Insurance with IT enabled solutions.

    The government of Tamil Nadu operates a helpdesk for providing service under this scheme. This helpdesk can be accessed by contacting the toll free number - 1800 425 3993. As of now, this helpdesk gets an average of 600 calls per day.

    The e-card issued by the government will have the biometric details of all family members who are over 2 years of age. The card will also have other details like URN no. and the picture of all beneficiaries.

    Emergency cases are treated under this scheme. In case of extremely emergency situations, this scheme allows hospitals to begin treatment immediately and then obtain the authorisation within a maximum of 24 hours.
