    The Assam Transport Department was launched in 1951, and is currently one of the major revenue earning departments in Assam. Its main aim is to promote eco-friendly transport services across the state and ensure the safety of citizens using the road services. The department has integrated different modes of transport with respect to convenience, cost, and efficiency.

     

    Why new two-wheelers should be registered?

    According to the Section 39 of the Motor Vehicle Act, 1988, no person can ride a two-wheeler and no person who owns a two-wheeler can permit the vehicle to be ridden on public roads unless it is registered first. If you purchase a two-wheeler, you need to register your vehicle at the district transport office.

     

    How to register a new two-wheeler?

    You should submit an application form to the district transport officer within 7 days from the date of purchasing your vehicle. You need to submit the relevant documents as well. The Regional Transport Office (RTO) will verify your documents and issue a Registration Certificate (RC) book. The RC book will be sent to you through post.

     

    Temporary registration of your vehicle

    You can get a temporary registration for your vehicle if you purchase only the chassis from the manufacturer with the intention of building or attaching the body of the vehicle yourself. The temporary registration is valid only for one month. If you need more than a month’s time to build the body, you need to extend the temporary registration certificate.

     

    Documents required for registering your vehicle in Assam

    The documents required to register your vehicle are:

    • Duly-filled application (Form 20)
    • Sales certificate (Form 21)
    • Road worthiness certificate from the dealer (Form 22)
    • Proof of address
    • Temporary registration (if applicable)
    • Valid insurance certificate
    • Custom clearance certificate (for imported vehicles)

     

    Documents required for renewing your RC in Assam

    The registration certificate for private vehicles is applicable for 15 years. You need to renew the RC after completing 15 years, and thereafter every 5 years. You also need to produce your vehicle for on the spot inspection at the district transport office. The documents required to renew the RC are:

    • Duly-filled application (Form 25)
    • Original registration certificate
    • Valid insurance certificate
    • Certificate of Pollution under Control (PUC)

    Documents required for applying for a duplicate RC

    You can apply for a duplicate RC if your RC is lost or destroyed. The documents required to apply for a duplicate RC are:

    • Duly-filled application (Form 26)
    • Copy of the FIR or police report stating the loss of RC
    • Valid insurance certificate
    • Certificate of tax clearance
    • Certificate of Pollution under Control (PUC)

     

    Documents required for transferring the ownership of the vehicle

    When you want to transfer the ownership of the vehicle to someone else, you need to report it to the district transport office. The office will issue a new RC in the name of the new owner. The documents required for this process are:

    • Duly-filled Form 29 and 30
    • Original registration certificate
    • Valid insurance certificate
    • NOC of the vehicle (if registered outside Assam)
    • Certificate of tax clearance
    • Certificate of Pollution under Control (PUC)
    • Proof of address

     

    Documents required for transferring the ownership of the vehicle in the event of death

    In the event of death of the registered owner, the legal heir or the person who gets the possession of the vehicle should register it under their name within 3 months. The documents required are:

    • Duly-filled Form 31
    • Affidavit (by the applicant)
    • Valid death certificate (registered owner)
    • Original registration certificate
    • Valid insurance certificate
    • Certificate of Pollution under Control (PUC)
    • Proof of address

     

    Documents required for changing your address on the RC

    When you change your home address, you need to update your new address on your RC. This has to be done within 30 days from the date of arrival to your new house. The documents required to update your address are:

    • Duly-filled application (Form 33)
    • Original registration certificate
    • Valid insurance certificate
    • Proof of address

    Documents required for assigning new registration mark

    If you have moved to another state for more than 12 months, you can apply for a new registration mark. The documents required are:

    • Duly-filled application (Form 27)
    • NOC of the vehicle (Form 28)

     

    Fancy registration mark

    If you prefer a fancy registration mark, you can apply for it at the district transport office. Your preferred registration mark should comply with the standards and guidelines as specified by the Assam Transport Department. You need to pay the eligible fees in advance get your preferred registration number allotted. Do remember that such allotment can be cancelled if you fail to register your vehicle within one year of allotment or one month on completion of the current mark, whichever is earlier.

     

    Cancellation of the RC

    You have to cancel the RC if your vehicle is permanently damaged beyond repair or has become incapable of use. You need to report to the registering authority along with the original RC within 14 days.
