The Assam Transport Department was launched in 1951, and is currently one of the major revenue earning departments in Assam. Its main aim is to promote eco-friendly transport services across the state and ensure the safety of citizens using the road services. The department has integrated different modes of transport with respect to convenience, cost, and efficiency.
According to the Section 39 of the Motor Vehicle Act, 1988, no person can ride a two-wheeler and no person who owns a two-wheeler can permit the vehicle to be ridden on public roads unless it is registered first. If you purchase a two-wheeler, you need to register your vehicle at the district transport office.
You should submit an application form to the district transport officer within 7 days from the date of purchasing your vehicle. You need to submit the relevant documents as well. The Regional Transport Office (RTO) will verify your documents and issue a Registration Certificate (RC) book. The RC book will be sent to you through post.
You can get a temporary registration for your vehicle if you purchase only the chassis from the manufacturer with the intention of building or attaching the body of the vehicle yourself. The temporary registration is valid only for one month. If you need more than a month’s time to build the body, you need to extend the temporary registration certificate.

When you want to transfer the ownership of the vehicle to someone else, you need to report it to the district transport office. The office will issue a new RC in the name of the new owner. The documents required for this process are:

If you prefer a fancy registration mark, you can apply for it at the district transport office. Your preferred registration mark should comply with the standards and guidelines as specified by the Assam Transport Department. You need to pay the eligible fees in advance get your preferred registration number allotted. Do remember that such allotment can be cancelled if you fail to register your vehicle within one year of allotment or one month on completion of the current mark, whichever is earlier.
You have to cancel the RC if your vehicle is permanently damaged beyond repair or has become incapable of use. You need to report to the registering authority along with the original RC within 14 days.
