When a two-wheeler is brought to the RTO for registration, the Registering Authority randomly assigns a registration number to the vehicle.     Elements of a Number Plate

    All vehicles that are permanently registered are required to have a number plate with a unique alphanumeric code. This number plate should be mandatorily affixed to the rear end and the front of the two-wheeler. The number plate consists of various elements, which are as follows:

    • The number plate of a vehicle begins with two alphabets that denote the state in which the vehicle has been registered. If your two-wheeler is registered in Chennai, it will begin with a ‘TN’, which denotes Tamil Nadu.
    • The second part of the number plate consists of two digits, which indicate the code that has been assigned to the Regional Transport Office (RTO) in the city that you reside in.
    • The next part of the number plate consists of two letters and four digits, which form a registration number that is unique to your vehicle. Vehicle buyers can opt for a customised registration number by paying the required fee to the Regional Transport Office.
    • The final element in the number plate is a holographic logo with the letters ‘IND’ engraved under it. This logo is tamper-proof.

    Procedure to Obtain a VIP Registration Number in Chennai

    Vehicle owners who wish to obtain a VIP registration number or fancy number that happens to fall within 1,000 numbers from the current series will have to submit an application for the same to the concerned Regional Transport Office. Along with the application form, the vehicle owner will also have to submit the registration disclaimer that was generated by the automobile dealer. The fee that vehicle owners will have to pay for such registration numbers are as follows:

    • Fee for two-wheelers and three-wheelers: Rs.2,000
    • Fee for four-wheelers that have a value of up to Rs.4 lakh: Rs.10,000
    • Motor vehicles that have a value of over Rs.4 lakh: Rs.16,000

    If the vehicle owner wishes to obtain a fancy registration number that is 1,000 registration marks above the current running series on any given date or a fancy number that is reserved for government vehicles, the concerned vehicle owner will need to send an application addressed to the Secretary to Government, Home Transport Department, Secretariat, Chennai. Along with the application, the concerned vehicle owner should also submit a copy of the vehicle’s sale certificate (Form 21).

    Once the vehicle owner receives a government order for allotment of the required registration number, he/she will need to go to the Regional Transport Office to register the vehicle and pay the due tax with the applicable fee as mentioned below:

    • Up to the fourth series: Rs.40,000
    • Between the fifth series and eighth series: Rs.60,000
    • Between the ninth series and the tenth series: Rs.1 lakh
    • For the eleventh series and twelfth series: Rs.2 lakh
