In India, all motor vehicles are required to be registered under a Regional Transport Office and have a number plate or registration plate affixed to the vehicle. When a two-wheeler is brought to the RTO for registration, the Registering Authority randomly assigns a registration number to the vehicle. Those who wish to obtain a VIP registration number, also known as a choice number or fancy registration number, will have to make a separate application for the same to the RTO.

All vehicles that are permanently registered are required to have a number plate with a unique alphanumeric code. This number plate should be mandatorily affixed to the rear end and the front of the two-wheeler. The number plate consists of various elements, which are as follows:
Vehicle owners who wish to obtain a VIP registration number or fancy number that happens to fall within 1,000 numbers from the current series will have to submit an application for the same to the concerned Regional Transport Office. Along with the application form, the vehicle owner will also have to submit the registration disclaimer that was generated by the automobile dealer. If the vehicle owner wishes to obtain a fancy registration number that is 1,000 registration marks above the current running series on any given date or a fancy number that is reserved for government vehicles, the concerned vehicle owner will need to send an application addressed to the Secretary to Government, Home Transport Department, Secretariat, Chennai. Along with the application, the concerned vehicle owner should also submit a copy of the vehicle’s sale certificate (Form 21).
Once the vehicle owner receives a government order for allotment of the required registration number, he/she will need to go to the Regional Transport Office to register the vehicle and pay the due tax with the applicable fee as mentioned below:
