    In recent times, the demand for VIP registration numbers for bikes has increased. Many bike enthusiasts with expensive bikes prefer getting a special registration number for their bikes to make a statement. Some others choose to get fancy registration numbers due to numerology reasons. The government has hence come up with an auction system to allot numbers to those who apply for fancy numbers.

    Elements of a Number Plate

    Essentially, there are four parts to a number plate of a vehicle in India. They are:

    • The first two letters denote the state in which the vehicle was registered. Vehicles registered in Bhubaneswar will have ‘OD’ as the first part of the number as Bhubaneswar is located in the state of Odisha.

    • Reserving non-notified numbers: The non-notified numbers are allotted according to a serial number. All an individual has to do is choose a number that comes within the Rs.10,000 range and pay a sum of Rs.5,000.
    • Reserving fancy numbers: The government in the year 2015 amended rule 14 of the OMV Rule, 1993 and the rule states that fancy numbers for vehicles can be reserved through online auctions. Also, the amendment makes it clear that booking of any general number is made through the online system.

    • Registration number not transferable:The registration number allotted to a certain individual who applied for the same cannot be transferred to another person.
    • Minimum reservation price:The bidder is required to deposit a minimum amount as the reservation fee for the activation of his/her user credentials so that he/she can participate in the online auction. In case the application was not successful, the amount will be refunded.
    • Producing vehicle for registration:Once the individual receives the desired number and pays the balance amount, he/she is required to apply for the registration within 30 days. If the same is not done, the amount paid will be forfeited.

    Process to Reserve/Book Notified Fancy Numbers

    The process to reserve a fancy number for one’s two-wheeler in Bhubaneswar is as given below:

    • The person has to access the official website of Odisha transport.
    • The individual has to register his/her name during the bid registration period. A user ID and password will be provided to him/her. The person is required to use the same credentials to participate in the online auction.
    • To make the reservation, the person will have to click on ‘Booking/Reservation of Registration Number’ or the link under the ‘Online Services’ tab.
    • On the special number auction page, one will have to click on ‘Public login’ for successful login.
    • Click on ‘New User’.
    • The applicant has to use the credentials sent via e-mail and SMS to log in.
    • Two options are provided to the individual. He/she can select the option for fancy numbers or other than fancy numbers as desired.
    • The individual will then be redirected to another page. Here, one can click on ‘Number Selection’.
    • Further, the person will have to select the appropriate RTO name, type of two-wheeler owned, and select the desired registration number. Then he/she has to click on ‘Submit’.
    • The next page is the registration page which will ask the individual to fill in his/her name and address. After filling the necessary details, the individual has to click on ‘Submit’.
    • On clicking ‘Submit’, the person will be redirected to the payment gateway where he/she can make the payment.
    • Bidders can log in to their accounts to check the number of people and the amount each person has placed a bid for. The individual can then choose to change his/her bidding value accordingly.
    • After the auction is completed, the individual who places the highest bid will be allotted the desired registration number. The result will be displayed on the official website and sent via e-mail and SMS to the bidder.
    • The balance amount will have to be paid online. In case the person does not pay the balance amount, the deposit money will be forfeited and the registration number will be auctioned once again.

    Need for Registration Mark/Number

    The Motor Vehicles Act, 1988 makes it mandatory for all bike owners to have a registration number plate at the front and back of the vehicle. The letters are required to be Latin letters and the numerals are to be Arabic numerals. The background colour and the font colour of the text for different types of vehicles such as private vehicles, commercial vehicles, vehicles of foreign consulates, etc. are fixed. Further, the number plates are expected to have adequate light so that the text is visible. The number plates are an important part of the vehicle as it helps identify the vehicle, especially at the time of theft, crime and so on.
