You may have often seen people riding bikes with registration numbers of a different state. But often it is seen that the bikes or scooter owners have not completed the procedure of registration number and end up getting penalized for the same. The inter-state bike transfer has to be done if you are shifting your residence to another state and there are few procedures that every bike or scooter owner has to go through in order to complete the process. Any bike can be driven in another state only for 12 months, post which if you continue to live in that state, then you will have to re-register the vehicle to that state by the local RTO.
The immediate document necessary to begin this process is by getting a No Objection Certificate by the RTO where the bike was initially registered. This NOC is valid for a few days and within its expiry, the vehicle has to be re-registered with the new RTO. For instance, if you wish to transfer your vehicle from Bengaluru to Chennai, then you will first have to acquire an NOC from the Bangalore RTO and once you shift to Chennai, you will have to submit this NOC from Bangalore RTO to begin re-register process at the Chennai RTO. It’s that simple.
But there are few layers to this simple step which every bike owner should be aware of if he/she is looking to transfer the bike. Be aware that the road tax differs from state to state. So make sure that you have paid the road tax in the current city up to date. If the road tax is higher in the new city you want to transfer the bike into, then you will require to pay the difference, if it’s lower, you can avail a refund for the difference amount.
If you have purchased the bike/scooter on loan, and the loan amount is still active, then you will require to acquire an NOC from the financier of the bank stating the same reason. The bank will require you to submit a list of documents like appointment letter of the job transfer or new job, address proof, etc. that supports your application. Once you have submitted all these documents then the bank will process your application and you will get the NOC within a time frame.

Once you submit all the above documents to the concerned authority at the RTO, they will provide you the NOC for transfer of the bike. Once you have the NOC document then you can arrange to physical transfer of the bike via railway, roadway or through a ship.
On arriving into your new city of residence, immediately apply for the re-registration process in the local RTO. As mentioned above as an example, if you are moving from Bengaluru to Chennai, then you will have to apply for re-registration at the Chennai RTO. The following are the documents you will need:
Since your bike/scooter is entering a different city, the Octroi will be calculated according to the IDV and after deducting depreciation value of the bike/scooter. Once you have submitted all these documents, the RTO will provide you the new registration number within a week or two.
You can apply for road-tax refund if the road tax in new city is lower. The new RTO will verify the documents with the old RTO and if the verification is successful, then the refund process will take up to 6 months to complete. If you wish to move your vehicle temporarily to a different state then re-registration is not required. You can easily drive in the new location up to 12 months.
